Tom Marsh

CEO and Program Manager

Tom has served as CEO of Bintel since cofounding the company in 2019. Prior he was COO of ai-one inc. where he led projects for NASA Marshall, SwissRe, Boeing and FedEx. For the past 15 years he has specialized in artificial intelligence applications for enterprise and government with a critical integration of Subject Matter Experts, AI, data, and visualizations. A project with an Army military intelligence group for the development of a Nextgen intelligence platform included GEOINT and provided situational awareness for a military ally. His current mission is to bring that caliber of solutions to counties in the West. Tom is an expert in the application of AI to text analytics, data visualization, data governance and knowledge management. He has international experience in startup, turnaround, and growth situations.

Prior to Bintel, Tom was CEO of a data management business in SE Asia, and public company Viking Systems, a supplier of 3D vision systems for surgery. Tom began his career with a tech startup in Chicago followed by the acquisition of a software company serving the oil industry. Tom attended Williams College (3 years) majoring in Economics with minor in Environmental Studies.

Devin Wagner

COO and Project Manager

Devin’s experience is primarily in managing large scale projects with stakeholders. For Eagle County, CO she worked closely to develop the mapping application to accommodate their requirements to build maps for a 2023 CWPP and share them with the public. Devin is our expert in community engagement, surveys and project management. For the Naval Surface Warfare Center, she managed and assisted in execution of an Attrition Prevention Analysis survey. In addition to multiple CWPP engagements, her experience includes managing a $1.8 million dollar software development project that involved stakeholders from different companies, industries, and countries.

Devin was responsible for working with crews on the erosion and sediment control on the Foreign Affairs Security Training Center in Fort Picket, Virginia. This project involved clearing over 380 acres of land for the project where there were 19 impacted wetlands which required working closely with the Department of Environmental Quality. Education: BS Civil Engineering from the University of Colorado Boulder.

Thomas Marsh

CTO and GIS Expert

As Chief Technology Officer, Thomas leads development of a cutting-edge mapping application that leverages the power of data and AI to provide users with an unparalleled level of detail, accuracy, and accessibility. His passion for using technology to solve real-world problems stems from years of experience building data and AI-driven web applications in the cloud, including innovative solutions for data provenance and data cleanup. He is a collaborative leader who thrives on building strong relationships with customers fostering a culture of innovation.

He is passionate about empowering his team to push boundaries and develop solutions that transform the way we interact with our environment. Thomas’ skills and expertise include cloud computing, data analysis, AI and machine learning, web development, geospatial data, location intelligence and mapping technology. He served as a volunteer firefighter for five years. Education: BA University of Colorado Boulder.

Marc McDonald

SVP Field Operations

Marc has worked on CWPP development and wildland fire hazard and risk analysis projects from 2003 at Anchor Point until the company’s acquisition in 2021. Marc McDonald was Assistant Wildland Coordinator and Ignition Management Crew Boss with Cherryvale Fire Protection District (now Mountain View Fire Protection District) in Boulder County Colorado. While there he held National Wildfire Coordinators Group (NWCG) certifications as Field Observer, Engine Boss, Single Engine Air Tanker Manager, Ignition Specialist Type 2 (now Firing Boss, Single Resource) and Firefighter Type 1. While at Cherryvale FPD Marc was dispatched to several Type 1 and Type 2 incidents including the Hayman Fire (CO), the Jasper Fire (SD), the Stone Young Complex (NV), the Burn Canyon Complex (CO), the Hi Meadow Fire (CO) and the Birtcher (CO) and Pony Canyon Fires (CO) as well as local fire incidents.

Marc left Cherryvale in 2002 to join Anchor Point Group Fire Management as Planning Section Field Manager and Principal Technical Writer for their Community Wildfire Protection Plan program. While at Anchor Point, Marc collected field data, performed hazard assessments, and wrote Community Wildfire Protection Plans (CWPPs) and Incident Response Plans (IRPs) for cities, counties, fire protection districts and other governmental entities throughout the west. Marc holds a B.A. degree from Centenary College of Louisiana and attended graduate school at the University of Houston.

Rachelle Wilson

Mitigation, Community Engagement and Grants

Rachelle has been assessing localized wildfire risk since 2019, when she joined the Baca Grande Fire Department (BGFD) in Crestone, Colorado as a Wildland Firefighter Type II and the grants manager. During her time at the BGFD, she helped plan and manage a 200-acre hazardous fuels mitigation project. She received her S-212 sawyer certification during this time and participated in the fuels reduction activities.

Since then, Rachelle has worked with several communities throughout California and Colorado to help them understand their localized wildfire risk and come up with recommendations for mitigation that are community-driven and sustainable. She became a NFPA Certified Wildfire Mitigation Specialist in 2025. Rachelle graduated from Indiana University, Bloomington, with her Bachelors of Education. She spent the first twelve years of her professional career as an educator and teacher leader. Her experience in education has made her more innovative in her public and community engagement approaches on Community Wildfire Protection Plan (CWPP) projects. One of her favorite parts of the CWPP process is having thoughtful, meaningful and tailored conversations with communities trying to understand their wildfire risk.
