Community Wildfire Protection Plan Services
Bintel now offers full Community Wildfire Protection Plan (CWPP) development to clear the way for communities to apply for the grants to fund mitigation. Our offering is designed to combine the best local forestry and wildfire experts with current technology to accelerate the process and lower the cost.
Fast and Cost Effective – Our communities need CWPPs to fund the recommended action plans as expeditiously as possible. Fires will not wait for plans. Our mandate is to deliver early and under budget so the next steps can begin.
Resiliency: Mitigate, Suppress, Recover - Our CWPPs serve as comprehensive long-term resiliency plans that focus on collaboration between various entities responsible for the health and safety of the residents and environment. Our objective will be to use the project to build the infrastructure, processes, shared intelligence, and education to mitigate, suppress and recover from the impact of wildfires which notoriously fail to respect jurisdictions and property lines.
Collaboration - Bintel works closely with local municipal and county governments serving the regional community, to discuss issues that cross political boundaries, identify shared opportunities and challenges, and develop collaborative strategies for action. The growth in the number of residents in the WUI includes rural, urban, and mountain areas that present unique challenges and opportunities. Almost every community has state and federal partners including the forest service, NPS, BLM, USFS, military bases and adjacent cities and counties.
Optimzing the CWPP Project Team - Bintel can partner with existing teams to provide geospatial platform, vendor engagement, project management or project website. We prefer working with local forestry, fire risk and emergency services team members with deep local knowledge.
Planning Areas of Interest (AOI) - The planning areas for each project include definition of PODs (Potential (wildland fire) Operational Delineation) and maps of the WUI, including adjacent landowners. We collaborate with local experts to deliver CWPPs across the western US.
Deliverables - Each project addresses the completion of one or more CWPPs as separate deliverables, however we can combine CWPPs into a single project to lower cost and accelerate time to completion. Each is addressed in parallel to achieve economies of travel, project management and stakeholder engagement. The plans will include a mix of landscape scale fuel treatment projects and community level plans that emphasis residential mitigation and structure hardening.
Deadline and Cost - Our target is to scope projects to complete the work, deliver the plan, and secure approvals in six to nine months. Our pricing starts at $25,000 for a small AOI.
Engagement - Using tools developed for the Navy, FedEx and educators, our team engages stakeholders within each FIre Protection District (including cities, HOAs, committees, and military bases) during fact finding, plan development, prioritization, education, and final approvals. For community level engagement, separate implementation plans for each AOI for a range of risk reduction activities.
Military Partners - In addition to addressing the needs of each local community, our CWPPs include an analysis of the wildfire risk and mitigation measures as they relate to the mission and security of adjacent military bases. The Bintel Team incorporates the military Integrated Natural Resources Management Plan and the Integrated Wildfire Management Plan. When needed our project includes collecting input from our military neighbors. To support this requirement, our team includes a former Army intelligence officer with responsibility to keep our military stakeholders fully informed.
Geospatial Intelligence - Each project represents an opportunity to put in place geospatial intelligence (Bintel Maps) with data maintenance procedures and periodic updates such that this effort is not lost to the archives but serves as a dynamic fully transparent platform to support education, project tracking and enhanced suppression response, a “living CWPP”*. Our CWPP goal is fully consistent with Bintel’s mission and vision.
